Dubai is the capital city of the emirate of the same name within the United Arab Emirates and the main game setting of Spec Ops: The Line.

History

It can be assumed that, for the most part, the history of Dubai in the Spec Ops universe is very similar to our own. However, key differences do exist, such as buildings being present in the Spec Ops universe that are not in our own, such as The Gate, and vice-versa. The biggest difference, however, is Dubai's coastline, which developed far differently than our own, with many more palm islands being created, to the point that a very large one was partially carved into the coastline itself.

In Spec Ops: The Line, a devastating sandstorm hits Dubai, resulting in the city being engulfed in sand and causing a massive death toll on the population. The surviving citizens had become the refugees. The 33rd Infantry Battalion of the United States Army are ordered into Dubai by Colonel John Konrad in order to evacuate the population, but instead the entire battalion is caught in the sandstorm and the evacuation ends in failure, resulting in the disappearance of Colonel Konrad and a devastating civil war erupting between The Damned, The Exiles, and the Refugees.
